The Housing Authority of Joliet administers six assisted housing programs, the Conventional Public Housing Program; the Housing Choice Voucher Program; the Housing Choice Voucher home-ownership Program; the Mixed Income Housing Program, Liberty Meadow Estates; the Rental Housing Support Program; and Supportive Living Program.

The Conventional Public Housing Program consists of 989 rental units located within seven housing developments scattered throughout the City of Joliet. The rental units are owned and operated by the Housing Authority of Joliet and are available for families, senior citizens, and individuals with disabilities. Of the 989 rental units managed by the Housing Authority of Joliet, 302 units are reserved for families and 687 are reserved for elderly or near-elderly individuals or couples and for individuals with disabilities.

Our Housing Choice Voucher Program provides rental assistance payments to private landlords on behalf of 1,120 families/individuals who reside within Will County. The program also administers approximately 200 Housing Choice Vouchers for other housing authorities who have clients that have exercised portability and has elected to reside within Will County.

The Housing Choice Voucher Home Ownership Program is designed to help low-income families eligible for the U.S. Department of Housing and Urban Development (HUD) Section 8 Housing Choice voucher rental assistance program to become homeowners. Under this program, families may choose a home for purchase anywhere in Will County and receive financial assistance with mortgage payments for up to fifteen years.

The Housing Authority's Mixed Income Housing Program (Liberty Meadow Estates) will include 188 single-family and duplex homes scattered over the 63.96-acre site, located at Briggs and Rosalind Streets in Joliet. The master plan includes a new 3, 000 square foot Community Center which will be strategically located near the entrance of the new community. The Center will include space for an on-site management/maintenance/security office, a fitness/recreation room, and an area for resident meetings, programs, and services.
