On behalf of our Board of Commissioners, Staff, Residents and Community, I welcome you to the Housing Authority
of Joliet (HAJ) website. We are enthusiastic and optimistic that you will find information about our mission,
goals, programs, and services interesting and informative. We believe that, as you
become more knowledgeable of who we are, what we are about and why we exist, you will
have a better understanding and hopefully, appreciation of our value to, not only the City of Joliet but
Will County, in general.
Towards that end, “This Is A New Day”, not only as we transition into Asset Management, but also as we initiate the
transformation of our family Public Housing developments into Mixed Income Housing Communities. The transformation
initiatives compliment the Authority’s $2,144,041 Energy Performance Contract improvements; $2,000,000 plus in annual Capital
Funds commitment; and $8,000,000 Capital Fund Bond Pool Program improvements at our six (6) Senior High-rise Buildings,

totaling $14,000,000 over the 2006 - 2010 fiscal years. Health and safety, energy conservation and cosmetic (amenities) improvements completed at 663 elderly/disabled units assures the long term viability and marketability
of those six (6) Senior/Disabled buildings for many years to come. This comprehensive modernization and upgrade of
the Senior/Disabled Developments also enables the Authority to more effectively compete with more recently developed senior
facilities in Will County.
Our Senior/Disabled facilities are up to standards, now the Authority can focus on Mixed Income Housing targeted to family
housing developments. This strategy is designed to transform Public Housing, provide Homeownership opportunities and act
as a stimulus in the revitalization of areas in and around our three (3) family housing developments located in Districts 4
and 5 within the City of Joliet.
The Authority’s first transformation project, Liberty Meadow Estates, includes the development of approximately 168 single
family and duplex units located on 63.9 acres of land. Phase I of this
project (74 units) was completed in the Spring of 2009; funding for Phase II which includes 42 units was approved by
the Illinois Housing Development Authority on September 21, 2009. Both Phases are principally developed through IHDA’s
Low Income Housing Tax Credit Program with total development budgets of $18,019,390 for Phase I and $8,832,974 for Phase II.
The Housing Authority of Joliet through its Not For Profit affiliate, the Will County Housing Development Corporation (WCHDC) is the developer of Liberty
Meadow Estates and other future Mixed Income Housing communities.
Yes, “This Is A New Day”, as evidenced by the aforementioned initiatives, programs, services and performance. We look forward to
the challenges and opportunities to become more entrepreneurial, innovative, creative and self-sufficient
as we pursue our mission within the City of Joliet and Will County, Illinois. We have developed this website to better serve our
residents, applicants, advocates and the larger community by providing helpful information about the HAJ. Please take the time to
